Are there rags laying around outside the garage? Tools that you were too lazy to put away after that last brake pad change? Uncut grass? Large oil or grease spots in the driveway? Those are the things that trigger neighbor complaints. The lift problem is likely just another jab in the fight. There has to be a reason you call that other person an "ass". Think back to the specifics of the initial run-in with him, because that's where the problem began. Zoning departments enforce that kind of thing when there are, or have been, other issues with the property.
