Those are the things that trigger neighbor complaints. The lift problem is likely just another jab in the fight. There has to be a reason you call that other person an "ass". Think back to the specifics of the initial run-in with him, because that's where the problem began. Zoning departments enforce that kind of thing when there are, or have been, other issues with the property.
